Brassall Place is a Community Titles Scheme located at 15 Workshops St, Brassall, Qld. 4305.
By moving into Brassall Place, you are moving into a community that lives close to one another and shares common property and assets like parking and the pool.
As a result, there is an opportunity to regularly see other residents and become part of the community of Brassall Place. It also means there are shared responsibilities and an increased need to be respectful for one another.
Our complex has a mix of residents including both owners and tenants who are renting their units.
Social gatherings at the pool & BBQ areas happen from time to time helping us all to get to know one another. Please feel welcome to come along and be part!
We also have a Facebook group – just search for “Brassall Place” and apply to join – you only need to answer which townhouse you are living in.
JUST WHAT IS A BODY CORPORATE
When we own a ‘normal’ property it is clear where the boundaries are and for what we are responsible. When it is part of a multiple property scheme like Brassall Place, it becomes a little more complex.
The Community Title Scheme exists as the joint owner of the things that we share like the roads, pathways, fences, gates, the pool and so on which are known as the ‘common property’.
The group of owners of the Community Title Scheme is the ‘Body Corporate’.
The body corporate meets at least once each year – the Annual General Meeting (AGM) – to make major decisions such as approving an annual budget setting the body corporate fees, and elect a committee to coordinate and make the day-to-day decisions for the body corporate. Each owner then pays their share of the ownership costs including things like insurance, maintenance, repairs, improvements, the caretaking of the complex and the management of these things.
The body corporate employs two groups to oversee this for us:
- the body corporate manager, and
- the caretaking manager.
The body corporate manager performs the tasks around the meetings, budgets and actions required by the committee like record keeping and billing owners for their dues as required.
CARETAKING
The caretaking manager has a contract to perform a range of caretaking responsibilities for the body corporate which are primarily around the garden and pool maintenance and are outlined in the ‘Caretaking Agreement’.
The current agreement has been based on the caretaker’s duties taking 36 hours per week to complete all the tasks required with the body corporate providing the equipment needed.
Some tasks have not been included in the Caretaking Agreement because they may be unpredictable or require special skills. These tasks are then contracted out to specialists to complete and include tasks like tree removal, upkeep and hedging, and repairs to the pool, roofing etc.
Brassall Place is fortunate in having our caretaker ‘on-site’ owning Unit 1 in the complex and having an office in that unit. Office hours are published on the door to the office.
SECURITY OF THE COMPLEX
The complex is surrounded by fencing and gates that are kept closed except for access or exit. Your assistance in ensuring gates close properly is appreciated – especially the pool gates!
Each townhouse has their own four-digit gate code which you nominate when moving in. This code is only changed if you request it.
We also have a ‘tradies code’ which is changed every month and which will be emailed to you by the caretaking manager. If you don’t have an email address or change it, you will need to let the office know.
We also have codes for Emergency Services, Council rubbish trucks, Blue Care, meter readers, and other regular service people.
This is so you know your code is secret and safe and only shared with people you trust. Make sure you write down your code so you don’t forget it.
The system permits any codes found to be used inappropriately (eg used by people who have no right to be on the property) to be removed from the system.
BY-LAWS
To enable all residents to live in harmony and to maintain the agreed standards of the village, the community title scheme has a series of rules called by-laws. Breaching these by-laws can result in action being taken by the body corporate.
Everyone in Brassall Place should have a copy of the complex by-laws. Owners receive one when purchasing their property and a copy should be on display or available in all townhouses that have rental tenants. Some excerpts and tips for the areas it covers are following:-
- POOL
- The swimming pool probably has the most by laws and is the area we experience the most contention with from time to time.
- Guests of occupiers MUST be accompanied by the occupier.
- Children under 12 years of age MUST be supervised by a responsible person over 16 years of age.
- Gates to the swimming pool MUST be kept closed.
- Pets and animals are NOT permitted in the swimming pool or the enclosure.
- Some townhouses back onto the pool area so noise should not annoy those people. Do not shout or scream.
- Do NOT prop the pool gates open as this is a dangerous practice and may result in you being asked to leave the area.
- If you experience any problems, please contact the caretaking manager.
- The swimming pool probably has the most by laws and is the area we experience the most contention with from time to time.
- BBQ
- This is for resident’s use.
- Please leave the area clean and tidy when finished. Putting alfoil on the hot plate to cook makes it simpler because the foil transfers the heat and when finished it can simply be scrunched up and binned.
- PARKING
- All townhouses have a single garage and a spare space in front of that for parking their cars. We also have quite a large number of ‘Visitor Parking’ spots.
- Do not park on grassed common areas, the grassed area in front of your unit, the main complex roadway or the access roadways in the complex.
- Mechanical repairs to vehicles are NOT permitted in any of these areas either.
- WHEELIE BINS
- Bins are collected on Mondays so should be put out ONLY on Sunday nights or Monday mornings and put back on Monday nights or by the latest on Tuesday mornings. The regular red lidded bins are collected weekly and the recycle yellow lidded bins & the FOGO green lidded bins are collected on alternate weeks. You can download the Ipswich Council ‘Bin App’ if you would like a reminder.
- Bins should be stored correctly
- in the bin nook provided for the 3 bedroom units or
- behind the side gate somewhere for the 2 bedroom units.
- If you need assistance getting your bins in and out please talk to the caretaker but do NOT leave them in your front yard or in front of the side gate as this is unsightly and unnecessary and is a problem to the meter readers and emergency services.
- PETS
- Approval by the body corporate is required in advance.
- Pets must not be allowed onto common areas if not on a leash.
- Stray animals may be trapped and taken to council if causing a nuisance to others. It is costly then to retrieve the animal.
- MAIL
- Each townhouse has their own keyed letterbox out front of the complex.
- Please check it regularly as sometimes notices are issued from utilities like electricity, gas & water outages. The Bodycorp also post some notices in them.
- If you don’t wish to receive junk mail, please put a sticker on your mail box.
- Any mail you receive for past tenants or owners can be put in the Bodycorp letterbox which is the last one and the mail will be forwarded to the people or “Returned to Sender”.
- PRIVACY AND NOISE
- Noise – Please remember at all times that we have shared walls, driveways & front yards so try to talk quietly (even on phone calls) and not keep car engines or radios running loudly for long.
- Do not use another resident’s front yard as a shortcut to another path or place.
- ROADS
- Drive slowly & cautiously and do not use scooters, bikes & skateboards on the internal roadway.
- Do not allow children to play on the roadway. There is a bikeway at the back of the complex alongside the shopping centre that is a great place to ride.
Please be aware that CCTV cameras are located throughout the complex covering entries and exits, the pool and the BBQ areas, and some other areas. These are to assist in the supervision and management of the common property of the village.
